The floral tribute near the scene of the fatal Sydney siege will be removed ahead of the wet weather expected to hit the city.

Flowers taken from Martin Place on Tuesday morning will be mulched and deposited at a site to be determined after consultation with the families of siege victims Katrina Dawson and Tori Johnson.

"At an appropriate time we'll also discuss with them the establishment of a permanent memorial," NSW Premier Mike Baird said.

Red Cross and SES volunteers along with council workers will collect the flowers and all notes, messages and cards.

Condolence books will be kept at parliament and the Opera House until the end of January.

"The condolence books will be bound in several volumes and one complete copy will be provided to each family," Mr Baird said.

Anyone wishing to express their sympathy is encouraged to donate to charities nominated by the Johnson and Dawson families.

Ms Dawson's family have established a foundation in her honour, which will focus on educating women.

Mr Johnson's family nominated beyondblue.

A service is due to be held for Mr Johnson on Tuesday morning while mourners have been asked to wear a splash of aqua - Ms Dawson's favourite colour - to a memorial to be held for her in the afternoon.
