A 14-year-old boy was believed to have been behind the wheel of a four-wheel drive that smashed into a power-pole, killing himself and another teenager in Sydney's west.
Curtis Pallett, 14, and Joshua Cross, 17, were killed when the vehicle veered off the road about 9pm on Saturday and crashed into a pole at Emu Plains.
Their friend Daniel Moss, 18, survived and was rushed to Westmead Hospital, where he remains in a stable condition.
Police believe speed was a factor in the crash, while locals say the 4WD clipped a car then crashed into a pole before it flipped over, according to the Seven Network.
"Crash investigators are also examining whether the driver may have been under the legal driving age," police said in a statement.
Meanwhile, devastated family and friends returned to the crash site on Sunday to lay flowers for the boys and tributes were posted on social media.
Joshua's girlfriend Angela Kristy said she has been too heartbroken to read through all the condolences.
"I would like to thank you but I cannot... read through them at the moment," she wrote on Facebook.
"Lives taken way too early. Fly high baby, I love you."
Locals have been asked to wear something green at a commemoration to be held at a football field about 6pm on Monday.
Police have called for drivers to be aware of their responsibilities as two others died on NSW roads over the weekend, including an 11-year-old girl.
The girl was killed when the car she was travelling in flipped and crashed into trees near Yass on Saturday afternoon.
"If that isn't reason enough to change your driving habits, you also need to think about the rain predicted for NSW during the coming days," said Crash Investigation Unit Inspector Adam Powderly.
