Terror changes won't cost more: Morrison

Treasurer Scott Morrison insists setting up a UK Home Office-style ministry will not impact the federal budget.

Treasurer Scott Morrison insists the federal government's national security overhaul won't affect the budget.

Under the plan, which would come into force next year, a home affairs portfolio headed by Immigration Minister Peter Dutton would cover agencies including the Australian Federal Police, ASIO, Australian Border Force as well as customs and citizenship.

Mr Morrison insists the merger won't cost any extra, telling ABC's 7.30 the stand-alone departments would continue to operate within their allocated budgets.

"It will cost the same and I would hope efficiencies would flow from that as well," he said on Thursday night.

He described the plan as a "game-changing reform" into Australia's national security system.
