Two men charged with planning a terrorist act after being arrested in anti-terror raids in Sydney will remain behind bars after being refused bail.
The matters of Omar Al-Kutobi and Mohammad Kiad, both aged in their 20s, were mentioned in Fairfield Local Court on Wednesday.
Both men have been charged with one count of "do act in preparation/planning for terrorist act", police say.
The pair's legal aid lawyer didn't apply for bail on the mens' behalf and it was formally refused by magistrate Vivien Swain.
The men did not appear in court after asking not to be brought up from the cells.
Commonwealth prosecutor Michael Allnutt requested the matter be moved from Fairfield Local Court to Sydney Central Local Court on the next occasion because of "security issues".
"It's a very, very serious offence and there's clear security issues," Mr Allnutt said.
"It's a very, very serious allegation."
Magistrate Swain granted the request and the matter was adjourned to Sydney Central Local Court on Thursday.
The court heard a bail application would likely be made on that day.
A request for Arabic translators for the accused men was also granted.
Mr Allnutt said the matter would probably go to the Supreme Court, and if not, the District Court.
The pair were arrested in a police counter-terror operation in Fairfield on Tuesday, in which officers allegedly seized a hunting knife, a machete, an Islamic State flag and other items.
Police say they also seized a video of a man talking about carrying out an attack and one of the arrested men making threats.
Police allege the attack was due to take place on Tuesday.
Authorities do not believe the latest plot is linked to one that sparked counter terrorism raids in Sydney and Brisbane in September last year.
