Thieves targeting copper wiring could be to blame for Melbourne's train woes.

Trains in the west are once again on the move, with the service on the Werribee line restored, after vandals caused havoc overnight.

Victoria Police Chief Commissioner Graham Ashton said while investigations were ongoing, it seemed a series of break-ins and vandalism along the line were linked.

"It's early days, but we are working on a thesis, on a premise, that they are after copper wiring," Mr Ashton told 3AW on Thursday.

Passengers posted pictures on Twitter showing hundreds of people waiting for replacement buses that took up to an hour to arrive.

Travis Walker said about 500 passengers had been waiting for replacement buses for about half an hour in Laverton and crowds were continuing to build.

"Classic Metro. Buses will take us from Laverton to Newport ... where are the buses?" Mr Walker tweeted.

All other lines have returned to good service, according to the Metro, except for a train cancellation on the Frankston line.
