Clive Palmer has referred to man walking on the moon in a sentimental spiel about his Titanic II plans, saying the replica ship is about peace, love and dreams.

Clive Palmer has donned a tuxedo in a new video spruiking his plan to build a replica of the Titanic, saying it will be a "ship of peace" that "represents the reconciliation of man".

Mr Palmer has made reference to man walking on the moon and Captain Cook's voyage of discovery to Australia in a rambling, sentimental spiel about his cruise ship project.

"Travellers in time - why build the Titanic? Why go to the moon? Why does Cambridge play Oxford? Why did Cook discover Australia," he says in the video being circulated on social media.

"Because they could. And they can. And we can build the Titanic."

He said the Titanic II would be a beacon for peace.

"It represents the spirit of man, the spirit of love, the hope that all men have for peace on Earth in our time, and goodwill to all men.

"... to dream the impossible dream."

Mr Palmer made headlines last week when he announced his fugitive nephew, Clive Mensink, would act as European director of his cruise company Blue Star Line.

Mr Mensink is subject to two arrest warrants after he failed to abort his open-ended travels and return to Australia to face questions about the collapse of Mr Palmer's Queensland Nickel business.

Australia's corporate watchdog has said Mr Mensink could face criminal charges over his role as Queensland Nickel's sole registered director before it folded with huge debts and the loss of 800 jobs in Townsville.
