People accused of serious sex crimes will find it harder to get bail and there will be increased scrutiny of sex offenders living in the community under new laws being introduced in Victoria.
But the state's opposition says the crackdown should extend to all violent offenders.
The new laws will create a presumption against bail for any serious sex offender on a supervision order who is charged with an indictable offence.
Victoria Police will be given new powers to test offenders for drugs and alcohol, and Corrections Victoria staff will have additional powers when supervising serious sex offenders in the community.
The crackdown goes further than the bail and parole restrictions put in place after serial sex predator Adrian Ernest Bayley murdered Jill Meagher in 2012 and follows the murder of Melbourne teenager Masa Vukotic in March by Sean William Price.
Both men had histories of violent sexual crimes.
Premier Daniel Andrews says the new laws are not guaranteed to prevent similar crimes.
"But we all owe it to that family, to the Vukotic family, to look them in the eye and say we'll learn from their pain, learn from their tragedy," he said.
Opposition Leader Matthew Guy said the coalition will support the new laws.
"I think it should be expanded to all serious offences around violence, not just sex offenders," he said.
