A car illegally crossing train tracks became stuck and was struck by a passenger train in regional Victoria.

Rail operator V/Line says a car was illegally crossing tracks at Kangaroo Flat, near Bendigo, when it became stuck and was hit by a train about 2pm on Wednesday.

The driver was not inside the car at the time of impact and police say he is being questioned.

The train had 83 people on board including passengers and staff.

Six people were assessed by paramedics at the scene and two, a man and a woman, were taken to hospital with minor injuries, an ambulance spokeswoman said.

The CFA and SES removed all passengers from the train and they were transferred to buses to complete their journey.

There is damage to the tracks and services are not expected to return to normal for the rest of Wednesday, V/Line says.
