The federal government has begun what it wants to be a broad-ranging debate on tax reform.
Treasurer Joe Hockey has released a government discussion paper, compiled by Treasury, saying taxation has been reactive and not proactive for many decades.
In Mr Hockey's words, for too long has Australia's tax system been about fixing past problems rather than creating a system for the future.
But, as Amanda Cavill reports, the treasurer insists there will be no changes to the GST without community and political support.
