The Administrative Appeals Tribunal says Attorney-General George Brandis has "no practical" reason to refuse to hand over his ministerial diary.

The federal attorney-general's bid to keep his ministerial diary secret has been rejected by a tribunal.

The Administrative Appeals Tribunal on Tuesday ruled there was "no practical" reason for George Brandis to refuse a freedom of information request for the diary by shadow attorney-general Mark Dreyfus.

Senator Brandis had argued consenting to the request would create an "unreasonable burden", including up to 526 hours consulting with 263 people who had appointments with him to ask if they had any reason to keep their meeting secret.

Mr Dreyfus said Senator Brandis clearly thought he was above the rules.

"But the tribunal has ruled that his secretive approach to my simple request was in breach of the Freedom of Information Act," he said in a statement.
