Floral tributes are being left at a makeshift memorial in Sydney's Martin Place for executed Bali Nine ringleaders Andrew Chan and Myuran Sukumaran.

It comes after a candlelight mercy vigil was held for the Australian duo on Tuesday night just hours before they faced the firing squad.

Eight people on death row, including Chan and Sukumaran, were shot dead at 12.25am (0325 AEST) on the island of Nusakambangan in Indonesia.

"It's just basic human decency," said office worker Kate who laid flowers at the site on Wednesday morning.

"They weren't asking to be pardoned from punishment they were just asking for their basic human need to live," she told AAP.

"I believe those boys had redeemed themselves and they were just used as political pawns." Many passersby paused at the memorial to read the messages left for the men.

Wet weather, however, means the tributes have had to be temporarily moved, but event organisers are working with the City of Sydney council to save the messages.

Actor John Jarratt is at the site with a large sign reading "Don't Go Indo, Need Ja No More".

"I'm here because nobody has the right to kill anybody and the Indonesian president had a choice," Jarratt told AAP.

"I'm here because two Australians were killed unnecessarily and needlessly... I'm an Australian, I've got to stand up for Australians.

"I advise people not to go there because you could end up in serious trouble.

"I'm going to stand here for a while, in honour of two human beings who did a dreadful thing but then turned into wonderful human beings."
