Cabinet minister Malcolm Turnbull believes a smartphone app can bring the parliamentary entitlements system into the 21st century.

Mr Turnbull has welcomed a review into the system, telling Sky News it was stuck "very much in the last century" with the potential for plenty of money and paperwork to be saved.

The communications minister suggested a smartphone app where members of parliament can enter expenses as they are incurred and have them uploaded live, instead of having to fill in forms.
