Turnbull, Truss nut out coalition deal

The formalities of changing prime minister are underway in Canberra, with Malcolm Turnbull and Warren Truss meeting to settle the coalition agreement.

Nationals leader Warren Truss has raised some concerns about a new coalition agreement with incoming prime minister Malcolm Turnbull.

The pair met at Parliament House for 30 minutes on Tuesday in the wake of Mr Turnbull ousting Tony Abbott in a Liberal partyroom ballot on Monday.

It was initially understood the agreement had been signed.

But a spokesman for Mr Truss told AAP a number of points remained outstanding and were still being negotiated.

The agreement is necessary before Mr Turnbull can be sworn in by the governor-general.

Mr Abbott, who will address the media at 12.30pm AEST, must also resign his commission before Mr Turnbull is sworn in by Sir Peter Cosgrove as Australia's 29th prime minister.

Liberal and National party members held separate meetings before the agreement talks, but no joint party room meeting was held.

Parliamentary question time is due to be held at 2pm AEST.

The Nationals have convened another partyroom meeting to discuss the coalition agreement.
