Vic budget plan a 'game changer': premier

Victorian Premier Denis Napthine says the state budget will deliver for all Victorians but the focus is the record infrastructure spending that will make a difference for decades to come.

The government is staking its November re-election bid on its record $27 billion infrastructure spend.

Dr Napthine said the responsible management of the budget meant the government had the resources to build better infrastructure and services.

Tuesday's budget included billions of dollars for a Melbourne rail link, including a train line to the airport, and the construction of the western stage of the East West Link.

"This is infrastructure that makes a real difference, not just now but for decades to come," Dr Napthine said at a post-budget function on Wednesday.

He compared the "game-changing" plan with previous projects including CityLink and the city loop.

"It's about providing for long-term productivity and efficiency," Dr Napthine said.

He said the budget was built on responsible economic management, delivering surpluses and ensuring Victoria retained its triple-A credit rating.

"This is about responsibly managing the budget so that you've got the resources and the wherewithal and the capacity to build a better Victoria through infrastructure and through improved services," Dr Napthine said.

"It's about looking after all Victorians," Dr Napthine said.
