The federal government may be backing away from funding wind and solar power initiatives, but the Victorian government plans to embrace renewables in a big way.

Premier Daniel Andrews says his government will pursue setting its own renewable energy target (RET) and will launch its own package to boost the renewable energy sector and demand for clean energy.

"Everything ranging from the way the government purchases energy, who it purchases from, investment opportunities, grants that we might make, partnerships we might form," he said.

Mr Andrews wants to improve on the 12 per cent of Victorian electricity generation coming from renewable sources.

But a state RET could prove difficult because of commonwealth legislation, and opposition from the Abbott government and federal Labor.

His ambition was announced as the federal government defended banning Clean Energy Finance Corporation funding for wind farms and roof-top solar projects, saying the $10 billion body should focus on emerging technologies.
