Vic govts won't sign deals before election

New laws will stop Victorian governments signing deals before an election they don't have a mandate for.

Victorian governments will no longer be allowed to sign major, controversial deals just weeks from an election.

Premier Daniel Andrews says laws will be introduced to stop deals like the contract for the East West Link, which was signed just before the November state poll.

Labor opposed the road project and had to pay $339 million to the building consortium to dump it.

"(We) will prohibit any future government from rushing so recklessly in an act of complete vandalism to sign contracts for a project they have no mandate for," Mr Andrews told reporters on Wednesday.

"We're interested in making sure no government in the future can ever behave the way the Napthine Liberal government behaved."

Asked if the laws could limit a government's ability to govern, Mr Andrews said the legislation would be openly debated and well constructed.

The previous government rushed the contract's financial closure through to make sure it was done before the election, even though the banks said they were happy for the deal to close a week after the poll date.

"We're not going down that road," he said.
