Vic man jailed for webcam child abuse

A Victorian man has been jailed for sexually abusing children in the Philippines via a webcam.

A Victorian man who directed children in the Philippines to perform sex acts on each other while he watched via the internet has been jailed for at least eight years.

Patrick Goggins, 68, directed Filipino children as young as six to engage in sex acts in front of a web camera as he watched from a computer in his Melbourne home.

Victorian County Court Judge Sandra Davis said it was not a mitigating factor for Goggins to suggest he was remotely "just watching" the abuse of children.

"Your conduct in each of these charges involved giving instructions to these children," Judge Davis said in sentencing Goggins on Monday.

"You recorded these shows and in one case shared the material with a like-minded individual."

Judge Davis said Goggins showed no regard for the welfare of his victims, who were likely living in poverty and would suffer psychological harm as a result of his abuse.

Goggins' computer was found to contain more than 2500 child pornography-related images and videos.

The illegal images included up-skirting photographs taken by Goggins in Australia.

He pleaded guilty to 22 charges including engaging in sexual activity with a child and the production, distribution and possession of child pornography.

Judge Davis imposed a prison term of 11 years and six months, with a non-parole period of eight years.
