Victoria's upper house is to debate whether the leader of the government should be suspended until he produces documents MPs have demanded.
Special Minister of State Gavin Jennings has not produced the business cases for infrastructure projects, despite MPs voting for them to be made public.
"If the government provides the documents then there will be no suspension," opposition upper house MP Mary Wooldridge told reporters on Wednesday.
