Former emergency services minister Jane Garrett has returned to the Victorian parliament after taking time off to recover from breast cancer surgery.

Ms Garrett announced last November she had cancer, only months after resigning from her ministerial position rather than signing off on a controversial CFA pay deal.

"It's my first day back, so my ambition is to walk up those stairs and see my caucus colleagues," she said outside parliament on Tuesday.
