Vic opposition won't repeal injecting room

If Victoria establishes a safe injecting room in Melbourne, the opposition has vowed not to scrap the facility it if it wins government.

Victoria's safe injecting room trial will not be shut down if there's a change of government.

The Labor government wants to open the medically assisted facility at North Richmond by mid-2018 on a two-year trial basis.

Opposition Leader Matthew Guy says his side of politics has always believed drug use should not be encouraged.

"That's where we've had a philosophical opposition in the past; that hasn't changed from the announcements yesterday," he told reporters on Wednesday.

However, if the bill passes parliament and the coalition wins the next election, the trial won't be stopped.

"We're not in the business of ripping up contracts," Mr Guy said.

Reason party MP Fiona Patten, who led the charge for a centre and introduced her own establishment bill, will support the government legislation, as will the Greens.

Vote 1 Local Jobs MP James Purcell has also voiced support for the trial.

If granted parliamentary approval, the centre would be running by mid-2018 and former Liberal premier Jeff Kennett will lead its development and subsequent monitoring.

Mr Guy said his party will consider mandatory sentencing for repeat drug traffickers after newspaper reports that offenders are receiving less than the maximum jail terms.

Premier Daniel Andrews said the package that would create the injecting room will also tighten penalties for heroin trafficking by lowering the quantity aligned with the crime.

"There is a need to toughen up in this area, and that's exactly what we are doing," he told reporters.

There have been 34 deaths in the North Richmond area in 2017 and there was another suspected overdose death on Monday night.

Ambulance Victoria says it responds to about 2000 overdoses across Victoria each year, including 400 in the City of Yarra, where the new facility will be based.
