A paraglider has crawled for two hours with a severely broken leg after crashing into a Victorian quarry.

The man, aged in his 20s, crashed into the quarry in Dromana on Wednesday afternoon, severely breaking his leg, an ambulance spokesman told AAP.

His mobile phone was dead and he had to crawl for two hours to a mountain bike track, where two riders heard his cries and called an ambulance.

He was treated at the scene before being flown to The Alfred Hospital in a stable condition.
