Victorian Premier Denis Napthine has dismissed criticism from predecessor Jeff Kennett, saying the coalition government has a proven track-record.

Mr Kennett gave the government's election campaign a score of eight points out of 25, only a little more than the five points he allocated to Labor.

Dr Napthine said Mr Kennett was a friend and colleague but was acting as a commentator when he delivered his scorecard ahead of Saturday's election.

"We all know Jeff's a very outspoken commentator on a whole range of issues and we all know how Jeff operates," Dr Napthine told reporters.

"Jeff is a commentator in his own right, but the facts are that the coalition government has a real proven track record of good financial management."

Mr Kennett said the government was fighting the election on a slogan, not a vision and criticised both parties' lack of policies on arts and sport, tolerance and compassion.

"Sadly, no grand vision has been enunciated by either party," Mr Kennett wrote for News Ltd.

"I think this lack of vision, lack of narrative, is in the main why the public juices have not been stirred. We have nothing to buy into."

Mr Kennett was even more scathing of the Labor party, saying the CFMEU would exert influence and the party did not have enough experienced ministers to manage large departments or expenditures.

On Wednesday morning the government announced plans to introduce minimum jail terms of four years for domestic violence offenders who injure a victim in breach of a family intervention order.
