Greens MP Adam Bandt has introduced a private bill to parliament that would guarantee penalty rates on Christmas Day for all workers.

Victorian Premier Daniel Andrews has been branded the "ultimate Grinch" for not declaring Christmas Day this year a public holiday like every other state and territory.

Greens MP Adam Bandt on Monday introduced a private bill to parliament that guarantee workers will be paid penalty rates on December 25, regardless of what day it falls.

"With this bill, the Greens will protect people's public holiday penalty rates from current and future state government grinches," he told parliament.
