An independent review of the worst prison riot in Victoria's history is underway, now the terms of reference have been released.

Former Victoria Police Deputy Commissioner Kieran Walshe will review the events at the Metropolitan Remand Centre at Ravenhall on June 30 and July 1 in an independent inquiry.

The review will look at the state's preparedness for the riot and the responses to it from Corrections Victoria and police, firefighters and paramedics.

But shadow attorney-general John Pesutto said the review should also look at Corrections Minister Wade Noonan and the government's handling of its smoking ban, believed to have prompted the riot.
