Victoria's treasurer wants the federal budget to deliver funding for major infrastructure projects and no nasty surprises on health or education funding.

Victoria wants the budget to deliver federal dollars for major infrastructure projects and no nasty surprises on health and education cut-backs.

Treasurer Tim Pallas said the state's wish list was topped by a federal contribution to its planned $11 billion Melbourne Metro project, which will put new rail tunnels under the CBD.

"Another suitable candidate for funding would be the project that will remove 50 of our worst level crossings, reducing congestion on the road, increase safety for everyone and allow more train services," Mr Pallas told AAP.

The ultimate cost of the level crossing removal is $6 billion.

Victoria is also reviewing Transurban's unsolicited $5.5 billion proposal for a Western Distributor, connecting the Westgate Bridge to Citylink, which would need $2 billion in federal funding.

There is also uncertainty over the fate of $3 billion in federal funding allocated to the now scrapped East West tollway project - $1.9 billion of this already paid into state coffers and the rest to be paid up to 2017-18.

Mr Pallas said he wanted a "legitimate commitment from the Commonwealth to fund major infrastructure projects".

"From the discussions I've had with the federal treasurer, I expect there to be no surprises," he also said.

"No surprises should mean genuine co-operative relationships between the federal and state governments, where we don't export budgetary problems on one another, and that states get their fair share.

"I certainly don't want a repeat of last year's horror show federal budget which ripped out $8.9 billion from the Victorian education system, and $13.7 billion from our health system."

- Contributions toward the $11 billion Melbourne Metro Rail project

- Money toward the $6 billion level crossing removal project

- Certainty over the $3 billion allocated to the scrapped East West Link

- Commitment to Gonski schools funding for 2018 and 2019

WHAT VICTORIA DOESN'T WANT:

- Cuts to health

- Cuts to education
