Vic watchdog to oversee thugs after jail

A new watchdog will be created to monitor Victoria's serious sex and violent offenders after they've done their jail time.

Victoria's most dangerous thugs will be monitored by a new watchdog after their release from jail.

A Post Sentence Authority made up of former judges, magistrates, lawyers and legal experts will be created under new laws being introduced to parliament on Tuesday.

The authority was among the recommendations by a review of the supervision of serious criminals following the 2015 stabbing murder of teenager Masa Vukotic.

The watchdog will oversee the post-sentence detention or supervision of serious sex offenders and serious violent offenders.

Its creation will relieve the Adult Parole Board of its current supervision and detention responsibilities.

"This new authority will provide independent and rigorous oversight of the post-sentence detention and supervision scheme and keep the community safe," Corrections Minister Gayle Tierney said on Tuesday.

Opposition leader Matthew Guy says he supports the authority but wants to know why more of the recommendations have not been enforced.

"Thirty-five recommendations of the Harper review, seven of those have been implemented, 14 appear to be set to be implemented today. I just simply ask why is it taking so long. Why is it taking two years?" he told reporters.
