Victorians will find out on Tuesday if there are any surprises awaiting them in the state budget.

Treasurer Tim Pallas has promised no more savings measures apart from the ones Labor flagged last year before the election.

"Any extra savings? No," he told reporters on Monday.

Mr Pallas and Premier Daniel Andrews have hinted that there could, in fact, be some extra positives in the budget.

The one thing they won't deliver though is the $2.2 billion surplus that was promised.

Instead Victoria will make do with a $1.2 billion surplus in 2015/16.

The budget speech will start shortly after 1pm.
