Victoria Police Chief Commissioner Ken Lay has resigned.

"The position I hold is more than a job, it is a privilege I have never taken for granted," Mr Lay told reporters on Monday.

"My decision has not been made lightly, but I believe it has been made for all the right reasons."

Mr Lay, who is leaving the force after 41 years, said his decision to step down was "deeply personal".

The emotional top cop said his wife Chris has been facing an illness that will require extensive treatment over the next year.

"I simply cannot invest that energy at the moment," he said of continuing in the position.
