Victoria's Hazelwood mine fire

A board of inquiry has made 18 recommendations in the wake of Victoria's $100 million Hazelwood coalmine fire.

MAIN POINTS OF THE INQUIRY INTO VICTORIA'S HAZELWOOD MINE FIRE:

* Fire began February 9; burned for 45 days

* Embers from nearby bushfires spotted into Hazelwood mine

* No one at mine called triple-zero

* Morwell, surrounding areas covered with smoke and ash

* Temporary relocation advice for vulnerable residents came too late

* Adverse health effects may continue for indeterminate period

* Cost more than $100 million

* Fire was foreseeable but mine operator inadequately prepared

* GDF Suez didn't properly identify hazards of fire in worked-out mine areas

* EPA ill-equipped to respond rapidly

* Three periods of significantly elevated pollution levels

* GDF Suez should improve emergency response plan and reduce risk of fire

* Long-term health study should run for 20 years

* Government implementation plan due in October

* Bushfires royal commission implementation monitor Neil Comrie to oversee implementation.
