Batsmen Shaun Marsh and Cameron White have been called up for Australia's Tri-Series ODI against England, with opener David Warner and suspended captain George Bailey both missing the match.

The selectors summoned the duo on Tuesday ahead of Friday's clash in Hobart, where Steve Smith will take over from Bailey as skipper.

They said Warner was being rested because of hamstring soreness he reported at the start of the series.

Bailey had to be replaced after copping a one-match ban for Australia's slow over rate in Sunday's win over India at the MCG.

The selection of Marsh and White means they will effectively be trialling to replace Michael Clarke at next month's World Cup if he is unable to recover sufficiently from his hamstring surgery by the February 21 deadline set by the selectors.

Injured Josh Hazlewood (heel) and Mitchell Johnson (personal reasons) will also miss Friday's match against England, meaning Australia will only have a 12-man squad in Hobart.

Smith will become Australia's 22nd one-day captain.

"Steven's appointment was a straight forward decision given the excellent impression he made in charge of the side during the Test series when he stepped in for the injured Michael Clarke," national selector Rod Marsh said.

"It is unfortunate for George Bailey that he will miss the match in his home state but in Steven we have a dynamic player who leads from the front, by example, and we look forward to him doing so again on Friday."

Lehmann said it was a no brainer that his side needed to improve their over-rate against England.

"We have bowled too many wides and we have been too slow between the overs," he said.

"We have got to get better at that.

"We should be able to get through the overs in three-and-a-half hours with no dramas but we have been too slow.

"I have spoken with the players quite firmly as we do not want that happening."

Australian one-day squad: Steven Smith (capt), Patrick Cummins, Xavier Doherty, James Faulkner, Aaron Finch, Brad Haddin, Shaun Marsh, Glenn Maxwell, Gurinder Sandhu, Mitchell Starc, Shane Watson, Cameron White.
