State and territory energy ministers have pledged to use 'all levers' at their disposal to help ease the financial pain expected ahead of an expected surge in price of powers. The meeting comes after Opposition Leader Peter Dutton delivered his budget-in-reply speech, accusing Labor of a missed opportunity.
