A planned protest in Melbourne's CBD is expected to draw thousands, with police saying the demonstration is expected to remain peaceful.
Mr Herzog was invited to Australia by the federal government following the Bondi terrorism attack but has received significant criticism from pro-Palestine protesters and some politicians over Israel's actions in Gaza.
At least nine people were charged in Sydney's CBD on Monday, and 27 arrested after protesters were punched and pushed by police when an anti-Herzog rally became violent.

At least 20 people have been killed by a cyclone in Madagascar, as the Indian Ocean island nation grapples with the storm's devastating impact.
Cyclone Gezani tore across the east coast with sustained winds of around 185 kilometres per hour, with gusts nearing 270, powerful enough to rip metal sheets off rooftops and uproot large trees.
Ahead of the cyclone's landfall, authorities closed schools and rushed to prepare emergency shelters.
Officials had already warned that rising sea levels in Toamasina were flooding streets, even before the storm’s full force hit.
Madagascar's President, Michael Randrianirina, was visiting the site of the disaster.
