The apology was a recommendation of the Yoorrook Justice Commission, a truth telling body that found genocide was committed in Victoria, and linked to Victoria's new statewide treaty.
The opposition refused to back the apology, because the wording mentions treaty, which the Liberal Party has vowed to repeal within 100 days if it wins office.
Premier Jacinta Allan told Parliament she hopes that together with the state's truth telling and treaty process, the apology will help unite Victorians.
