How to deal with nasty neighbours?

Khurram Syed and his wife Shelbeth say they were allegedly racially abused by a neighbour before their Lalor Park home in Sydney caught fire. When they plan to sale the destroyed property then asbestos is found in the land. They are not getting much help from a fundraising page that has been set up by friends to help Khurram and Shelley Beth. What do legal experts say about dealing with a difficult neighbour before the situation gets out of hand?
