Home Affairs Minister Tony Burke will announce Labor's migration plan on Thursday at the National Press Club.
The minister was meant to announce Labor's migration plan at the Press Club a month ago, but his speech was delayed.
Tomorrow's speech is titled, “The work of managing the migration program: Who arrives, who stays, who leaves”.
One Nation also announced its migration plan this week, which proposed cutting Australia's temporary migrant population by 750,000 over three years.

New research has revealed the impacts of colonisation on First Nations people in Australia.
Researchers found the Indigenous population before 1788 was up to seven times larger than previously estimated.
Researchers believe the Indigenous population also declined by more than two million people between 1788 and 1861.
Professor Corey Bradshaw from Flinders University worked on the study.
He says First Nations people were impacted by frontier violence and disease.
"We've just published a couple of months ago a paper looking at the initial epidemic, smallpox epidemic in, Botany Bay, just after the First Fleet arrived, and that was also vastly underestimated. We determined that there could have been up to 220,000 Indigenous people that died within the first year or so of that occurring. And that was only one. There were subsequent outbreaks, of course, 1820s and '30s, and then again in the 1860s, different parts of Australia."

NATO fighter jets have shot down a drone that entered Lithuanian airspace.
It comes a day after the alliance warned that strikes close to its territory would only increase its support for Ukraine in the war against Russia’s full-scale invasion
Military officials in Lithuania and a NATO member say its the first time a drone has been shot down in its airspace.
An investigation is also happening.
Kaja Kallas from the European Union has called for more sanctions against Russia.
"We need to be clear-eyed. Those are not accidents. They are calculated attempts by Russia to weaken our resolve, test our unity and play with fears of escalation. Europe will not dial back its support for Ukraine. As Russia escalates, we stand firm in supporting Ukraine and adding more pressure on Russia."

The Australian Defence Force (ADF) has reached its largest size since 2001, with 64,000 personnel.
In the last year, the ADF hired more than 8,000 people.
It's on track to meet the government's target of 69-thousand permanent Average Funded Strength by the early 2030s.
Deputy Prime Minister Richard Marles says the government will continue to improve recruitment initiatives long-term.

Kenya will be the first country to host the World Athletics Championships.
The country's capital, Nairobi will host the 2029 event.
It's the biggest event in sport outside the Olympics.
Kenya has had success in distance running and is second on the all-time worlds medal table behind the United States.
World Athletics President Sebastian Coe says the decision is major.
"Taking our championships to Africa for the first time will be historic. Athletics is woven into the fabric of Kenya. Athletes like Olympic and world champions Faith Kipyegon, Vivian Cheruiyot, Eliud Kipchoge and David Rudisha. Nairobi has demonstrated emphatically that this is their moment to supercharge the development of our sport in Kenya and across Africa."
