The director of the Central Land Council, David Ross, says artists are often not paid adequately for their work.
Mr Ross says the explotation occurs at all different levels, from art dealers to art galleries.
"People have been given money in terms of credit or a car up front and they have to produce a number of items of art to pay off these debts and the cicle of dependency becomes greater on the suppliers.
"The price that people should really be getting is never paid."
Similar claims have been made by Alice Spring's DesArt Inc and the Aboriginal-owned painting company, Papunya Tula.
