Mr Mundine says there is evidence that in western New South Wales in particular, and in some other parts of the country, that only about 30 per cent of the Indigenous population is on the roll.
He says if Indigenous Australians want to have a voice in Australia, then their vote in this election is very important.
"We need to start playing a bigger role in the mainstream of politics.
"We can't depend on being on the fringe any more.
"We've seen how powerless we have have been in regards to the abolition of ATSIC and a number of other things that have been happening asround the country.
"Now it's time for us to start standing up as voters, start pushing Aboriginal issues forward and the only way we can do that is by voting."
He says anyone who is eligible must enrol by Tuesday to be able to vote in the October election.
