Serial young offenders are being targeted by the Northern Territory government as part of a crackdown on bail laws. The government wants to stop bail for those arrested with a history of serious property crime. What is meant to be about community safety risks putting more Indigenous offenders behind bars. Critics say it will add to a culture of incarceration when the emphasis should be on programs to stop people going to jail in the first place.
