Ten years after the Paris Agreement, the mood at COP30 in Belém is disillusioned: The UN predicts that the 1.5 degree limit can no longer be met — and is warning of a “moral failure.” While host Brazil focuses on protecting the Amazon, the approval of new oil wells is causing opposition. The absence of US President Donald Trump and China's head of state Xi Jinping is further overshadowing the negotiations. Europe is trying to send out a signal with new, more ambitious emissions targets, but the small island states in particular are pushing for rapid action.
